What are the rules for traveling from France to Spain and Italy?

Update: This article was updated on November 2 to state that only travelers entering Spain by plane or ferry need to complete a health check form.
Travel to Italy and Spain from France is possible for both people fully vaccinated against Covid and for those who are not, unvaccinated people requiring a negative test or proof that they have recovered from Covid in the past six months.
However, there are certain forms that must be completed before traveling to either country. We explain it here.
Italy
It is necessary for all travelers to Italy to complete a Passenger Tracking Form (PLF), to give details of their trip and contact details.
These forms are available via an EU online service at this link. Once the form is completed, you will receive the PLF in PDF format and with a QR code, which you can show to the travel authorities.
For anyone who does not have a way to show their form electronically, you can print this form out instead.
The PLF can be filled out at any time before travel, but if you are traveling by plane, it must be sent before boarding.
A form must be completed for each adult passenger. Children (under 18) can register on the accompanying adult’s form.
In addition to the PLF, travelers to Italy must prove that they are fully vaccinated against Covid with an EU-approved vaccine. This can be in print or digital format, or displayed through a phone application, such as TousAntiCovid in France.
If you are not vaccinated, you will need a certificate proving that you have recovered from Covid within the past six months, or a negative rapid antigen test done within 48 hours of travel or ” a negative PCR test carried out within 72 hours of travel.

Note that in Italy, Covid vaccine certificates are valid for 14 days after the last dose and remain valid for 270 days (eight months, three weeks, five days).
It is not clear whether this rule also applies to travelers entering Italy. There is no expiration date on the Covid vaccine certificates issued in France.
You must also present a sanitary pass (sanitary pass) to sit indoors in restaurants and cafes, go to indoor public events such as cinemas or theaters, and take regional transportation.
A health pass is proof of being fully vaccinated against Covid, proof of a negative Covid test carried out within 48 hours, or proof of having recovered from Covid during the last six months.
Health cards issued in France are valid in Italy and everywhere else in the EU, under the EU’s Covid digital certificate program.
Spain
To enter Spain by plane or ferry, travelers must complete a health check form (similar to a passenger locator form). This can be done online at this link. There is a separate form for those traveling by ferry. Passengers will receive a QR code which they must show to travel authorities.
All people entering Spain must complete one of these forms. It is valid for one trip.
Adults can complete a form on behalf of minors or dependents.
The form asks for contact details and details of your trip, including arrival and departure dates.
You must also complete this form even if you are only in transit through Spain.
Travelers entering Spain by road do not need to complete a health control form.

Back in France
Spain and Italy are both on France’s green travel list.
If you are fully vaccinated, all you need to do is:
- Proof of your vaccination status
- A self-certifying self-certifying that you do not suffer from symptoms linked to the coronavirus and have not been in contact with confirmed cases in France. during the previous fortnight.
For travelers who are not fully vaccinated against Covid:
You must show proof of recovery from Covid within the past six months or a negative PCR test or rapid Covid-19 antigen test taken within 72 hours of travel. You must also complete a sworn declaration that you have no symptoms of Covid-19 and no contact with someone with a confirmed case of Covid-19.
Children: Children under 12 do not need to take a test but must complete their sworn declaration.
